Which means the Sox are done with signing players.

This post didn't age well eh Mike?

This is outstanding news and get for this system. Didn't think Sox had a chance in hell to sign Bush.

How does that 5% penalty rule work?  Is it 5% of that player's slot value, or 5% of the entire pool?

5% of the pool. The White Sox are $199,000 over right now. They can spend like $330K more to stay right at 5%. Could theoretically give Bush $450K (includes the $125K pick value). This doesn't account for Davis Martin though.

I’m assuming we aren’t signing Martin then?

either way, I thought we had no shot on Bush. Huge get and could have possibly been a big name down the road

This could be a case where we planned on having this money go towards Martin but he decided not to sign so now we were able to use it somewhere else.

Yeah, I guess Martin isn't signing. That is weird, as he's a college guy.

But he's a junior right? So maybe he was promised a bigger role and he thinks he can get drafted even higher next year. Plus, wasn't his team eliminated in the CWS? Maybe he wants to try and win it all.

Yeah, but most college juniors sign. The only way he would do this is if he thinks he's a top 5-10 rounder next year. A college player loses a lot of negotiating power when returning for his senior year. Even if he were to go in rounds 6-10 he'd be expected to sign under slot.
