Can't post the link because it is a pay site but the headline got my attention:

Two years after Tommy John, Zack Burdi isn’t back to normal…yet

Story talks with him about his issues and how he is trying to overcome them.

Kid was a very, very high draft pick and shows that TJ surgery is not a 100% guaranteed success.

We have about an 85% success rate in returning pitchers to their prior level of performance at the MLB level.

I also wouldn't conclude that he is one of the pitchers that shows it's not 100%.

He hasn't really even worked back into his rigorous long toss program fully.

The Athletic is well worth the subscription, especially if you catch it during one of its frequent sales.

No doubt. It may be 2 years or not at all but the odds are in his favor.
