The city of St Petersburg has to agree to this and that is unlikely. Sounds like a power move by Rays to force St Pete and Tampa’s hand. In the MLBTR comments section, someone pointed out that the Expos had the worst attendance their last like 5 years of existence. Why are they pushing Montreal? I was pretty young at the time, but I think this has to do with the fact that everyone knew Loria was going to gut them and move them and they were pissed.
