Both sides looked pretty bad last year when they fought over nonsense (from the fans' perspective) when there was a pandemic raging.  I think they'll get it done and play 2022 as scheduled, but it will be ugly.

Manfred set to test out such new in-game events as "who can read Shakespeare the fastest out loud between innings", "No alcohol first inning", "random ticket draw to kick out a person attending the game, with family" and "home runs are limited to 2 per game, the rest are outs" in order to increase fan interest.

What if service time got based on when you are drafted? You start making major league minimum X years after being drafted, become arbitration-eligible Y years after being drafted, reach free agency Z years after being drafted.

The problem is that baseball doesn't lend itself to teams having long layoffs due to having a bye. It's hard to find a format for some number of teams between 10 and 16 that doesn't have teams on a bye for too long.
