But does it give him the power to be above the law?

 

That is really the most important question of a dictator.

 

IE: Could he legally rewrite the laws to say that he never has to be re-elected, or does this law still preserve some restraints on his power.

 

I dont know, just from the article it does not seem to be stating that he has unlimited absolute power, yet.

Lawmakers discussed the law by each of its four articles, approving one after the other by a show of hands. At the end, they stood and cheered.

 

So this is how liberty dies, to the sound of thunderous applause.

 

many dictators have been introduced to the sound of thunderous applause. you want to boo the new dictator? probably not a good idea.
