Here is the international top 30 from mlbpipeline.com: http://m.mlb.com/prospects/2017?list=int

Here is the top 50 from Ben Badler: http://www.baseballamerica.com/internation...H6cdRJhyWskL.97

Badler also has some Sox info here: http://www.baseballamerica.com/internation...ZEigYiewU1MU.97

Obviously, the Luis Robert signing puts the White Sox in an unfamiliar place. Ben Badler noted in his piece that the Sox didn't commit to any big bonus players for the upcoming 2017/2018 signing period because if they signed Robert, they'd have to renege on those agreements. The White Sox did sign Robert and they will be in the penalty phase for the 2017/2018 and 2018/2019 signing periods.

This is what it means: The White Sox can't sign any international free agents under the age of 25 and subject to the new CBA rules for more than $300,000.00. However, they do technically have $4.75 million to spend on international amateurs. They could trade some of or all of their money to other teams as well. I think it's likely that they sign a bunch of guys for 300K and under bonuses and still have some $$ to trade to needy teams.

This is what Badler had to say in the article pertaining to the Sox: If White Sox didn't land Luis Robert, they were likely going to "pivot" to Cuban RHP Roberto Hernandez but he's no longer at the White Sox "Price point". He says they are proceeding with "more of an open canvas" at this point. He does say that they are expected to sign Catcher Jefferson Mendoza, who is described as an athletic right-handed hitting catcher with a strong arm. He also says that they could go after Sydney Pimentel who is a skinny Dominican SS from the same program as Micker Adolfo.

Here is some info on Pimentel: http://dplbaseball.com/sidney-pimentel-mif/

Great stuff thank you. Will be interesting to see how many players we sign. Could be funny like the NBA, where the creation of a "max" on a number of teams means a lot of players that wouldn't have received 300k use it as goal post to hit. If we don't hit our bonus pool I'd hope we trade some of it out for whatever that market proves (maybe it just ends up being cash)

With the new rules and the hard cap, there should be a lot of good talent to sign for $300k. Sox definitely picked a good year to go over the cap the previous signing period.

This will be interesting to see, I wonder how indicative this year will be, or if it doesn't really get defined until all the teams are back in (mostly) next year and people had a chance to work with the new CBA.

This is what I am expecting. There will be a decent amount of 200k guys in former years who end up in the 325k to 350k range.

Let's hope they spend the $4.75MM

I hope they use it somehow. Gonna be tough to spend it all though without big $$ items. I'd be cool if they spent $3 million and traded away another $1.5 million.

This is exactly the amount I had in mind.

It's not just that we suddenly shifted to being a max 300k team, it's also that that happened recently. We may have had a late start that makes it unlikely to me we get 15 300k guys. Maybe 6-7 and then 15-16 0-150k guys.

There are about 10 teams who are going to be in the market for $300k players. Seeing as all have a budget of $4.75 million and higher, I don't see there being a couple of hundred players out there who fit under this umbrella for all of these teams to sign, in addition to having enough players for all of the teams that aren't in the penalty phase too.

I think the Sox spend around a million dollars due to lack of player supply, and teams who aren't in the penalty phase being able to bid them just slightly out of the reach of teams who are in the the penalty phase.

It's very possible that a team like the Rays decides to spend $10 million internationally. They have a couple big expenditures already. They have $5.75 million to spend. They can trade for $4.25 million more. It's possible that they trade the White Sox or someone else a prospect or 2 for $1.5-$2 million in international money. The Sox need to use this money but it might not be for players.

It will be interesting to see with the cap being a hard cap now, if the cap room becomes a more precious commodity than it was under the previous CBA. Basically teams would trade either a garbage prospect, player a team wanted to get rid of anyway, or include it into as a last piece of a bigger deal. Now could it actually mean a more significant player? It could be interesting.

IN the last month:

- We were sure sox wouldn't pony up for Robert because they were cheap

- We thought that the robert signing would make us cheap so we drafted college players to save money

except:

- We signed Robert for 50+ mill

- We spent over our slot money for our draft class

Sox may end up with money they can't use here but I can't say it's because they are cheap. This market may just be highly odd, and there may not be much teams that are in market for additional slot, and sox may just be incapable fo spending all of it.

Cubs despite being in penalty are getting 2 top 50 players...how does that work out.

They are from Mexico. Weird rules. The player is getting like $300K but they are paying $1.5 million or so for each guy. In Mexican League, club takes the rest. Really strange.

Think of it this way. If the Sox had not signed Robert, it wasn't like they were going to add anyone to last year's pool. So essentially it is like they signed him to this one and are penalized one year.

News reports said the opposite.

I believe the Cubs philosophy of going over the cap and being in the penalty phase was that a lot of pitching prospects will fall in the $300K or under category as it is way to hard to know for sure which 15 and 16 year old arms will end up developing. While in the penalty phase, a team can especially budget for taking fliers on strong but uncertain young pitchers.

  • 1 month later...

This is a great read at what it is now taking to be a player for the July 2 market.

Baseball America‏Verified account @BaseballAmerica 1h1 hour ago MLB teams can sign international players at 16. But in reality, their focus has shifted toward even younger players.
