Per Diems are not taxable income. And in fact, if your salary is considered inclusive of travel expenses, then that part of your income is also non-taxable. I can't comment on the W-2 difference there, but as for the travel expenses, I see zero issue with this. Looks to me like the writer of the article needs to brush up on tax law.
