The problem is that he is not a finished product and could really benefit from spending time at the AAA level in 2017. Calling him up too soon immediately puts a lot of pressure on him to perform and be a franchise player Let him focus on defense, having quality at bats, and developing at his own pace. Eventually he will force his way onto the mlb roster
