The move to extend the service of some soldiers involuntarily was the latest sign of increasing stress on the Army as the Pentagon strives to maintain adequate troop levels in the two conflicts. Originally they were designed to keep those in critical jobs in uniform but now they have been expanded to cover entire units that are deployed or getting ready to deploy so as to prevent excessive personnel turnover.
