No, they simply let the government conduct 'official' business in ONE language, so they don't have to print multiple forms in multiple languages, or have interpreters handy for various meetings and such. The print savings along are HUGE. I own a print shop, and do the printing for a few of the towns by my shop, I know. Part of me would be sad to see this end, I like the $$$, but in principle, there is no reason for the forms to be in anything other than English.
