Nearly one out of three nominees never made it to a vote in the last four years of the Clinton administration. Some Republicans are using religion as a weapon politically. Apparently in this case, using it to change the rules and stifle opposition in Congress. 44 Senate Democrats, Senator Jeffords, and McCain and Senator Lincoln Chafee are opposed to changing this rule.
