Why does Barry Bonds deserve a benefit of the doubt not given to Joe Jackson and Pete Rose?

The referance to Joe Jackson got me thinking. It's believed that possibl;y never actually participated int he fix, but knew about it. The same goes for Buck Weaver, yet they were kicked out. Now, if steroids are illegal, shouldnt you be banned from baseball for KNOWING it is going on but not saying anything?

if that's the case, a lot of people would be looking at lifetime bans
