CPD has a new chief - the Special Agent in Charge of the Philadelphia field office.

 

Apparently this was only the second time in Chicago HISTORY that the Superintendant of Police came from outside of the City of Chicago.

Whenever a large department like Chicago's goes outside the department, outside the region and even outside the realm of municipal law enforcement to find a new chief... you know there are major problems. Outsider = Ax Man.
