Really all of these rules are about closing loopholes that certain teams have used over the years. All of these things have reasons for being around other than trying to endanger people's lives.

But if you have a rule that's side effect is endangering peoples lives, should really put thing sin perspective about whether that is more important than some competitive balance rules.
