Their whole military-industrial complex was geared toward quantity not quality.

With the break up, they never accounted for all the weapons, never accounted for all the material. I read a book a while back written by a Soviet Nuclear Scientist defector which outlined a lot of scary problems facing the Russians. Funny how nukes make strabge bedfellows. We have bought some of the material to keep it out of enemies hands.
