Go to your Webster's Dictionary and look up the words, "steal" and/or "stolen". I believe the definition is something like, "to take the property/possession(s) of ANOTHER without their consent.". Thus, by definition, one cannot steal from one's self; Israel cannot steal from Israel. Keep on sympathizing with the terrorists, and those who fund them, Apu. You are no better than they are.
