    Hey, if it works, why should we care what they have to do? If it gets people off of the streets and gives aid workers a chance to treat them, I don't care if the behavior to get them in there is a little underhanded. What I would care about would be the drops in hospital visits, the drops in lawbreaking...things which would produce real savings for a taxpayer.
