You wonder how many of those players actually need the medicine.

 

The use of TUEs is common even at the olympic level. Eventually, as more TUEs are granted, there will be a pattern if certain physicians abuse the right and they'll get caught. Usually physicians that have that low of medical ethics get caught with other things as well. But it will take time to weed them out.
