Hector Noesi was a reliever all year before his starts, and then the decision to make him a starter. He also only started one game in 2013.

Yeah but that doesn't mean they're desperately stretching out a reliever, they see him as a starter. He's been a starting prospect most of his life.

That wasn't the plan originally. It became the plan because there were no better options.

How do you know that?

Yeah, I think the goal the entire time for Noesi has been to use him as a starter. If not, they'd have removed him from the rotation for Carroll.

 

(frankly, if you're going to use that argument with why Surkamp hasn't been given a chance in the majors, the same argument can be made for why Noesi is still in the rotation and why he's been in the rotation the entire time)
