June 23, 201411 yr Yeah, I think the goal the entire time for Noesi has been to use him as a starter. If not, they'd have removed him from the rotation for Carroll. (frankly, if you're going to use that argument with why Surkamp hasn't been given a chance in the majors, the same argument can be made for why Noesi is still in the rotation and why he's been in the rotation the entire time)
