I'm going to guess the Erdogan in flight thing was the main crux here. It would have been hard for them to get international legitimacy after shooting a president's plane down. Arresting him and giving him trial, probably more legitimate.

I missed it but Turkey has said they have no sent the extradition request to US for Gulen.
