There is not a good reason for the international players to exist in some different realm than the American ones. The NBA and NHL have figured this out just fine. Create requirements for these players and put them into the general draft with everyone else.

Also, how about this quote: "Our union's diversity is a key part of our strength, and we represent players from nearly 18 countries around the world," MLBPA interim executive director Bruce Meyer said in a statement.

So...17 countries? 16? Why not just say that lol

Because for cultures that still use a base nine numbering system, 18 is a nice, round number.
