I don't know.. I've had a cell phone since I was 13. There was never a time in my adult life I didn't have access to make a call immediately.

I didn't have one until I was 21 or 22 and the only reason I got it was because I was working far from home and already was stranded once on the Ike when my car broke down.

Now for someone who didn't have one for a long time...Brian - I bought him his first cell a few months back and he is 33.

My grandparents bought me one because at the time I entered Richards off campus lunching was still allowed. My grama worked nearby so I would call her and she would come pick me up and we'd go to lunch. Also I used it to call her fro rides from after school activities. Used like 20 minutes a month.

Please stay off the phone while driving.

Or at least pull over and then take your call, we've got this law down under for quite a while now.

Come to England, there's been a £60 fine in place for the last 2/3 years here. Still doesn't stop the idiots. I'm a rep, spend hours on the road and you won't believe some of the things I've seen.
