Rafael Cunningham said he thought he heard a cat meow, but looking further, he found a baby lying inside a car tire on the ground in an alley. The child was wearing nothing but a shirt, socks and a diaper. A baby bottle was found inside the tire with the child. I know this is probably a poor stereotype, but any bets on after the crack deal went down the mom/dad forgot where they placed the baby?
