It's a sky. I suck at photoshop, but I think I've improved somewhat. I think some might mistake it for blurry lightning, though.

try filtering it and screw around w/ all the filter stuff till it looks cool.

real scientific approach

Heads, this actually has the perfect approach to it, you just need to start screwin w/ the features.

 

Starts a new doc, 3x3, and draw 3 1px pencil marks diagonally down the doc. Define the patter (via Edit) and fill into a layer that lies just behind the logo and the two players.

 

Really drop the Opacity on it til it looks cool.

 

Also, it just lacks a border. You can use the pencil tool and shift to make straight lines which makes borders a lot less tedious.

border: new layer. Ctrl + A, edit, stroke. 1 pixel, black "OK", you have a border
