From the perspective of the government, based on court decisions and maybe a Congressional act (not sure about that last part), Major League Baseball is seen as something like one large business instead of 30 individual businesses. That means the owners of the 30 teams can collude, make decisions of all types together, and pretty much lay down the law as if they were just operating units of one business. Other sports are more independently-run from a team perspective. I am not up on the history enough to know for sure if Congress gave them special exemption before, but I know that courts have held that MLB is not subject to anti-trust litigation.
