No, but it couldn't hurt to have it in case of emergency, i.e. someone needing to go to the hospital.

Actually eighty is faster than most ambulances would go, so you are still covered. A seventeen year old doing 90 trying to get to a hospital is probably at a pretty increased risk for a major accident.
