It would have to be a D1 team that is always bad, like an Akron or something. I'm not sure where they got their percentages for that piece. It's definitely different for HS, college, and pro. You can make a very easy argument that you should never punt if you are beyond your own 40 yard line, but there are clearly plenty of situations in college and the NFL where punting is better than going for it. I think the big difference in high school is that the amount of field position gained on a punt is much less than in higher levels.

Well this is a college team, not HS, but yes, I had thought about that too. However, a punt can always result in a touchdown for the receiving team, so it's not just field position.
