The general consensus - as far as I can tell - is that if the Phillies fail to land Harper, the Nationals will is that Washington is the next most likely landing spot for Harper after the Phillies. I wonder how much that plays into the Phillies preference (Harper vs. Machado) if signing both is not a realistic option.
