Or is there some kind of financial obligation or roster fill requirement that teams need to satisfy for a short period of time, or something like that?

It very well could be something like the changes teams want him to make are obvious, but he won't... combined with roster crunches.

The reason guys like him bounce around a lot is because teams think they can sneak him through waivers without getting claimed and the player ends up getting claimed.
