Since they won’t or are simply unable to sign any premiere free agents, what choice do they really have?

At this point, we as fans literally have to wait until Jerry leaves the franchise. I mean, they offered Eloy a contract, and he balked. Probably because it was cheap just like the Machado contract. Eloy, at this point should be up opening day. But he won't be, they will keep him down for 2-3 weeks after the season starts.

You are missing something here.  The issue is systemic, not the organizations, they are simply following procedure as any team does under the current conditions in regards to prospects.
