they go to public internet access like a library, start a new email addy, and they're back. No way to really stop it. They can ban an IP address so some people would be shut out from home or work but others with a dynamic address of who use public access will still be able to sneak by. Eventually they expose themselves and get banned again.

Seriously, all it takes is getting on another computer or having a dynamic IP off of a DHCP server and people can get back on. The mods have their hands full and I don't envy them. The best thing everyone can do is not respond to the suspect posts and report the violation.

Cause he made a post. And yes, it is ver hard to ban someone by IP at times. If people want to get on they really can continue to do so. The only alternative you have is contacting their ISP and saying they are misusing it.
