With sniffing dogs, you have to "give" them something every once in a while or they won't stay interested. So what happens is they plant something, that way they can reward the dog and keep it interested. At least I have always heard that about drug dogs. I imagine that it is the same for bomb dogs.

it wouldn't be so bad if they would have gotten the name and destination of the passenger in who's luggage they hid the explosives...

Ahhh...bad news is that's a small problem for someone wanting to explode this stuff. A cell phone could act as a detonator.

I am a little confused about this. What happens if grandma Bernstein gets busted in Cairo with 5 oz of explosives? Seems like someone could be in for a difficult time in any country that practices Napoleonic law, guilty until proven innocent.
