First and foremost...Mexico's production is in rapid decline anyway, so even this field will only slow that process. The Mexican oil company Pemex, is deeply in the red and has no experience doing deep-water drilling, which would be required to explore this field. And 10 billion barrels, while not bad, is not goign to save the world. More exploratory drilling has taken place in this field, and it seems to be Significantly Smaller than President Fox's first estimates.
