in college he will learn to smoke before doing homework

There's a time and place for everything, and that's college.

I bet he was a straight A student.

This is news? This happens all the time near me - the pot smoking with the parent, not so much as a "reward." My cousin's GF's parents used to smoke with all of her friends, and her brothers.

I had guessed she rewarded him a different way... so when I read it was marijuana I was a bit relieved... :bang

While it is true that if you study high and take a test high you will do better than if you studied high and took a test sober (or visa versa) there is no advantage for studying high and taking the test high relative to taking the test sober (there is actually a slight disadvantage).
