What is the reason that this shouldn't be like any other commodity where people who use more, pay more? I don't understand what the big deal is.

They do this all over the world except here. You want to blame someone, blame the countless number of people downloading gigs of illegal video over bittorrent. The caps are not because of bandwidth issues, its because they are sick and tired of having to dedicate personnel to deal with subpoenas from the RIAA.
