I can see the motivation for a mechanism for enforcing savings...but as long as Social Security exists, giving people encouragements for additional retirement savings while at the same time taking advantage of the equity premium you get in any timespan when there is not a Bush in the White House seems like an appropriate strategy.

 

If you want to privatize Social Security as has been repeatedly proposed, then this would make more sense.
