Spec spots are sometimes done by an agency as a way to show an idea to a client or for a young ad team to get some needed experience. Sometimes they'll try to sell it to a client. Sometimes they are done by directors if they have some time and a good idea or if the director is trying to break into the biz, he/she will do one or two and post them or try to sell them to the client.
