Sorry for the ignorance but I can't find this anywhere on the internet

The free agent market just develops slower even though we can probably make educated guesses as to where interest will come from on some of the top free agents. I know the agents have a larger role in baseball than in other sports because there is no cap so that probably is a big reason for why the market develops slower, and some teams may not want to set the market, and/or explore the trade market, get a feel for other team's strategies at the upcoming winter meetings with other teams.

 

Why else does the off-season in MLB because a 1-2 month timeline for most of the major moves whereas football/basketball have this sorted out in just a few days (or less than 2 weeks in most cases)?

The MLB has no salary cap. The NFL and NHL have hard caps, which makes the race for dollars much more immediate (if you don't sign quickly, teams move on and sign the next guy on their list), while the NBA restricts free agency by team caps and how much can be spent for an individual contract.

 

MLB only has penalties for teams who go over a huge number.

Doubtful. I think the market just takes time to develop and, so far, it has been an active trading market.

I think MLB would be better suited if they were able to make it where a slew of moves happened much quicker in the process. Unfortunately, without a salary cap, it is hard to create that sort of flurry that would be good for overall baseball ratings. I suppose they also like the fact that they are in the news for longer, but I love the flurry that comes with football / basketball. That said, with football, the off-season gets so boring after the draft.
