I would imagine your #2 bullet point is a main reason why it's likely not permissible by the C.B.A. The last thing the players union wants is a player's salary being depressed by the withholding of another's player's contract. But the CBA is very long so I can't try to find it right now.

100% agree with that, the Rams would have had 40 less seconds to drive down the field, though Brees blew that throw. McVay also had some questionable clock management at the end too. But if they call that obvious PI, Saints have a chip shot attempt with 4 seconds on the clock
