many ways. here's 1:

 

1. make new layer on top of everything.

2. go to select>all.

3. go to edit>stroke. make it 3 px and in this instance it would be white. (after step 4 makes the white part 1 px so if ya want it bigger make it higher than 3 px)

4. to this add a stroke thru layer styles--1 px, this instance it's black, inside.

the white portion on mine is a px too big because i forgot to switch from outside to inside on the layer style stroke.
