I remember him and his daughter(some girl with him atleast), also dressed up in neon, at Game 1 in Chicago.

The sad fact is he is not wearing neon, but suffering from Radioactive poisoning and that's a reaction from Stadium lights.

if you go to MLB.COM and watch the fastcast highlights of the game that automatically plays, they show the neon guy celebrating after dye's RBI single.

He calls himself White Sox Man. He also has a sidekick, though I forgot what the guy's name was. They were featured on Fox Morning News Chicago last week.
