Answer To legally re-sell tickets in Illinois above their face value, you need a license. But re-selling at face value, or less, is perfectly legal, even without a license. For whatever reason, eBay allows you to sell them at 2X the face value before requiring a license #.. unless you sell them with something else like Krush mentioned since you can claim that you are selling the item and the tickets are included.

The Backstreet Boy, 25, was arrested Saturday night on a drunk driving charge. According to Huntington Beach, California cops, the singer was pulled over at about 7:30 PM for a traffic violation and was determined to be drunk during questioning by police. After failing a field sobriety test, Carter was booked into the Huntington Beach City Jail (where the below mug shot was snapped) and released after four hours in custody. Carter was issued a citation and, according to a police spokesman, officers are determining whether to file additional charges against the performer. Carter, best known recently as a Paris Hilton boyfriend of the month, is scheduled to join his Backstreet Boy comrades in New York on March 21 as they kick off the group's first U.S. tour in several years.
