Republicans control the House and Senate. Why are Democrats to blame if Republicans didn't craft a bill and bring it to the floor, which the Democrats don't have the power to do?

I don't think Sanders said much of anything beyond yelling at Trump that we won't be distracted but you sure do seem to hate him.
