I'd argue the difference here is that their decision to no longer respond to the calls AT ALL, as a matter of procedure, is willful, which gets you past the immunity protections the city has.

Same with refinishing cabinets (did that for the bathroom). Yeah timing is a big factor. I'm on about 8 months for my basement remodel. Having a kid in the middle didn't help, but it's still taken a lot longer than I expected. My wife would not want to go 6 months with a half torn up kitchen (even if somewhat functional).

One thing that hasn't been mentioned is kids (I think you've said before you guys are close to starting a family). If your commute suddenly increased by an hour each way, that's less time with the little one. They go to bed early, so if you're stuck commuting home until 7 you don't get much time with him/her. Something to consider anyways.
