How about we just use common sense, you use props, do an extended dance, etc. penalty. It really isn't that difficult to determine what is excessive and what isn't.

There are 3 underclassmen in the Big 10 playing QB - Tate Forcier, Pryor and Kirk Cousins. Forcier is going to be a really good maybe even great college QB but he doesn't have the size to play QB in the NFL (unless he becomes Doug Flutie II). Pryor almost certainly will never have the accuracy to be successful in the NFL (see Vince Young). Cousins just isn't any good and doesn't have a great arm. Out of the upperclassmen in the Big 10 - Elliott, Clark, Juice, Kafka, and Chappell just clearly don't have what it takes. Tolzien and Weber are mediocre at best and don't show great accuracy or great arm strength. Stanzi is a pretty good college QB and will play in the NFL but a success in the NFL, not going to happen. Cutler started all 4 years at Vanderbilt and outside of his freshman year put up good numbers and he also could make throws that very very few QBs can make. There is no one in the Big 10 like that (that is currently starting anyways).
