This would be my guess as well. With CoVID considerations, we probably had to submit something like a 40 man roster, that covered all of the possible players in the playoffs will be, and then we would pick the 28 man roster from this list, and 99% for sure that Vaughn won't be on it.

Hahn clarified eligibility last week during his press conference, and struck down some misconceptions including the Sept 15 active roster deadline date bantered about here and elsewhere.
