Yes spending is not a panacea. You have to do it judiciously...and that includes deciding which young players to wrap up long term - although taking them through arb +2 or so is a pretty reasonable low-risk policy
There's something to be said for keeping the team fresh and relatively young.
I think keeping some of the younger relievers in AAA for now makes sense. Get the vets dressed up and traded in July; then bring up the better relievers from AAA
