long story short, this is a foreign comedy skit in which a skeleton is placed on a motorcycle with a speaker in its moving mouth, some guy yells things at passersby and scares the hell out of them. Im sure the translation is pretty funny too, but this guy is freaking these people out, lol. My favorite is the bum sleeping on the street
