If I made it to Congress, which I would never run for (in political speak that means I'm already running) I'd propose the following bill, During a joint speak to Congress, all standing applause must wait until the speech is over, under punishment of caning. Time is money.

I would like to add an amendment making Twittering illegal. And not just in Congress.
