They promote an environment of criminal organization and cohabitation that causes hardening of the inmates. "Hmm... let's take ALL the bad guys and.. put them...TOGETHER! YEAH! that sounds like a GREAT IDEA! Then, they can compare notes and become better criminals!" The American prison system fails at rehabilitation for a large percentage of the prison population.
